The new Unity Plan negotiated between former Vice President Joe Biden and Sen. Bernie Sanders significantly changes Biden's standing on immigration policies that affect U.S. workers.

We have had to drop his worker-protection ratings in seven categories of our Presidential Candidate Grade Cards. By posting the Plan on his website, Biden has made these positions the ones he is promising to carry out as President -- unless Biden supporters can persuade him to announce changes.

We've studied all the details and made text and rating changes in the 11 categories that make up . . . .

NumbersUSA's Worker-Protection Immigration Grade Cards

How each candidate's immigration positions would loosen or tighten the labor supply and affect market pressures to raise wages and recruit from underutilized U.S. populations.

Below are Mr. Biden's ratings in the 11 categories of actions that would help raise wages and put more Americans in jobs.

A YES position sides with the interests of American workers.

A NO position sides with employers who prefer foreign workers to American workers.

We have also fully reviewed Trump's policies in all 11 categories. He has made some statements in the last week that may turn out to mean some downgrading of his ratings. But at the moment, his Executive Orders have upgraded him in two categories:

    • We have upgraded Trump from a LEANS NO rating to a MIXED rating on the issue of TIGHTEN LABOR MARKETS THROUGH LOWER OVERALL IMMIGRATION.

    • We have upgraded Trump from MIXED to LEANS YES on the issue of REDUCE VISAS FOR LOWER-WAGE JOBS.

Based on the point system that we have used for all candidates over the last 15 months, our Candidate Grid now assesses the following grades to the two main candidates related to how well their immigration policies protect the ability of American workers to obtain a job and to be paid a fair wage.

    B

    Trump

    F-minus

    Biden

Neither of these grades reflects the sense of urgency that our country's unemployed deserve.
