The IN-STATE for Dreamers Act, would provide $750 million in grants over a 10-year period for States that provide in-State tuition and financial assistance to “Dreamer students.” Though the fundamental requirements are that the alien student initially entered prior to age 16 and can provide a list of secondary schools attended in the U.S., those two requirements shall be waived for those who demonstrate compelling circumstances for an inability to comply. The only other requirement is that the alien have a high school degree, GED, college degree, over 2 years in good standing toward a bachelors degree, or service in the uniformed services for 4 years (or honorable discharge). Further, States are given the option to determine who qualifies as a “resident” for higher education purposes, and illegal aliens who serve in the military for 1 year or receive an honorable discharge receive fast-tracked naturalization.
