Public Description:  

H.R. 4262, the Safe, Orderly, Legal Visas and Enforcement Act, would increase chain migration by increasing the number of family visas and exempting from the family-based visa ceiling all immediate relatives, grant amnesty that could potentially apply to virtually all of the 10.3 million illegal aliens estimated to have been in the country in March, 2004, plus their spouses and children, increase the annual limit on H-2B visas to 100,000 and create a new H-1D visa for up to 250,000 guestworkers a year who are not covered by other visa categories, and retroactively repeal the 3- and 10-year bars on re-entry for unlawful presence for more than 6 months.
