Public Description:  

H.Con.Res. 50 was a concurrent resolution asking the President to refrain from transmitting the U.S.-Mexico totalization agreement to Congress. The U.S.-Mexico totalization agreement would reward certain illegal aliens from Mexico with Social Security benefits and potentially serve as an incentive for illegal immigration.
