The "SECURE America Act" would require an annual joint resolution from Congress to set refugee caps, allow Congress to review refugee rules made by federal agencies, bar DHS from paroling any alien who has not been granted legal status, and allow Governors to refuse refugee resettlement in their state. H.R. 194 states that potential refugees must obtain a DHS and FBI background check, "assimilation likelihood screening," and approval from both the FBI and DNI before admission. Finally, HR 194 adds that refugees who commit a violent crime are ineligible for admission, and refugees with green-cards face losing their legal status should they commit a violent crime.
