H.R. 2017, the Continuing Appropriations Act, would provide funding to the Department of Homeland Security (DHS) for FY2012. Specifically, this legislation includes: $8,769,518,000 for U.S. Customs and Border Protection salaries and expenses; $500,000,000 for border fencing and technology ($150,000,000 of that is off limits unless the DHS submits a secure border plan); $234,096,000 to construct and renovate customs and immigration facilities; $5,522,474,000 for Immigration and Customs Enforcement (ICE) including $5,400,000 to facilitate 287(g) agreements, $11,216,000 for state reimbursement, $1,600,000,000 to identify criminal aliens, $2,750,843,000 to detain and remove criminal aliens, and $10,300,000 for the Visa Security Program; $297,402,000 for USVISIT; $1,000,000,000 for REAL ID and other state grants to be distributed at the Secretary’s discretion; and $132,361,000 for E-Verify (basic pilot program). Furthermore, this bill includes language to ensure implementation of the federal contractors’ rule, which would require entities contracting with the Department of Homeland Security to use the E-Verify program as a condition for receiving government funds.
