Public Description:
The bill would require the Departments of State and Homeland Security to issue regular studies (i.e., within one year of enactment and every five years thereafter): (1) identifying the geographic areas in Mexico from which large percentages of people are leaving to enter the United States illegally; (2) analyzing the social, political, and economic conditions in those geographic areas that contribute to illegal immigration into the United States; would require the Department of State, within 16 months of enactment and every five years thereafter, to submit to Congress a report: (1) describing the results of the aforementioned study; and (2) providing recommendations on how the U.S. Government can improve the social, political, etc., conditions; would require the U.S. Agency for International Development (USAID) – in consultation with the Departments of State and Homeland Security and the Mexican Government – to designate not more than four geographic areas within Mexico as Immigration Impact Focus Areas, and would provide guidelines for designation; and would require USAID, in consultation with the Department of State, to develop a plan to concentrate economic development and humanitarian assistance provided to Mexico in the Immigration Impact Focus.
