Report: Obama Administration Gearing Up to Produce Millions of Immigration Documents

Breitbart reports that U.S. Citizenship and Immigration Services (USCIS) issued a draft solicitation for bids “to support possible future immigration reform initiative requirements.” The October 6 notice seeks vendors able to produce at least four million immigration-related cards per year, with a possible “surge” in 2016 of 5 million additional cards.

The agency is seeking vendors that can produce both Permanent Residency Cards (green cards) and Employment Authorization Documentation (work permit) cards. The solicitation does not indicate the numbers needed for each card but the total contract seeks 34 million cards.

Breitbart quotes the Center for Immigration Studies’ Jessica Vaughan as saying that the solicitation “seems to indicate that the president is contemplating an enormous executive action that is even more expansive than the plan that Congress rejected in the 'Gang of Eight' bill.”

Federal agencies have been known to plan for contingencies, so the solicitation does not guarantee the Administration will follow through and purchase the cards. But a solicitation in January of this year seeking escorts for 65,000 unaccompanied alien children well predicted actual needs.

If the solicitation had been issued last year, one could conclude that it was preparation for implementing the so-called comprehensive immigration reform that most anticipated. But the passage of any immigration legislation in the short-term seems unlikely so Breitbart says the solicitation gives “additional credence to the possibility the move is in preparation for an executive amnesty by Obama.”
