Chain Migration: H.R. 15 Sponsors (2013)

H.R. 15, the Border Security, Economic Opportunity, and Immigration Modernization Act, a massive comprehensive amnesty bill introduced by Rep. Joe Garcia (D-Fla.) as the House companion to the Gang of 8 amnesty, would have increased the number of family-based green cards issued over the first 10 years by clearing the backlog of more than 4 million foreign nationals who are awaiting green cards. While the bill would eliminate some family-based green card categories, they would be replaced by a merit-based system that places heavy emphasis on extended family members.
