Eliminate Visa Lottery

The Diversity Visa Program, often referred to as the “Visa Lottery” was established in 1990. Under this program, 55,000 visas are allocated annually via a random process to natives of countries that have relatively low rates of immigration to the United States. In 1997, 5,000 of these visas were reserved for individuals who qualified for legal permanent resident status under the Nicaraguan Adjustment and Central American Relief Act. Those 5,000 visas are not granted under a lottery process.

The draft text for House Speaker Paul Ryan's "compromise" bill is out, and it's as bad as we feared. Speaker Ryan's amnesty plan follows the same playbook that the Gang of 8 followed, granting an immediate and permanent amnesty to at least 1.8 million illegal aliens with only promises of future enforcement.

Vote Planned on Goodlatte Bill During Week of June 17

House Majority Whip Steve Scalise (R-La.) said House Judiciary Chairman Bob Goodlatte’s (R-Va.) H.R. 4760 will get a floor vote at some point during the week of June 17th. Chairman Goodlatte has been negotiating changes in the bill to drum up more support, but is still short of the 218 votes needed for passage. A vote on H.R. 4760 would kill the effort to establish votes on four immigration measures through a discharge petition for H.Res. 774.

Sen. Flake to Offer Legislation that Tweaks White House Proposal

Sen. Jeff Flake (R-Ariz.) will propose a bill as early as today that is similar to the White House proposal, but makes several tweaks so that legal immigration levels never fall below 1 million per year. The proposal would convert any green cards freed up by ending the Visa Lottery or Chain Migration categories to employment-based green cards.

White House Immigration 'framework' Would Grant Amnesty to 1.8 Million Illegal Aliens

The White House officially released its legislative "framework" for an immigration deal that would expand amnesty for 690,000 plus DACA recipients to about 1.8 million illegal aliens and perpetuate chain migration by allowing the extended-family and employment "backlog" of 4 million to be cleared. DHS and DOJ Report: 73 percent of Convicted Terrorists Were Foreign-born

The DHS and DOJ released a report today showing that 402 of the 549 people convicted of international terrorism in the U.S. between Sept. 11, 2001 and Dec. 31, 2016 were foreign-born. Of those 402, 148 managed to obtain U.S. citizenship. Within the same time period ICE removed about 1,716 aliens who posed national security concerns.

After years of ignoring the question of immigration levels, the news is suddenly full of stories about proposed changes to the numerical limits. Although (or, perhaps, because) there have been one or two examples of the media clearly not having thought through the basic questions surrounding green card policy, much of the reporting on the RAISE Act has been straightforward and down the middle. 

But the early returns have produced some common errors and mischaracterizations that are worth watching out for and correcting/clarifying for your fellow readers when you find them.

When a mainstream media outlet calls for an end to Chain Migration, the debate over legal immigration is heading in the right direction. Earlier this week, the editorial board for the nation's largest newspaper, USA Today, offered a quasi-endorsement of Pres. Trump's proposal to move the legal immigration system away from favoring extended family connections and towards placing a greater emphasis on one's skills.

Paul Gosar (R-Ariz.) mentioned us in a more flattering way on Wednesday night during debate over his amendment to the Defense spending bill that would have blocked DACA recipients from enlisting in the military.

Inspector General Patrick P. O’Carroll Jr. released a report last month showing that the Visa lottery recipients are prone to Social Security fraud. The report showed that many of the lottery recipients were either carless with the numbers or intentionally gave them away to others, because hundreds of them had been repeatedly used with different employers.

We know from a flurry of news stories the last 24 hours that the Republican leaders of the House think that most illegal aliens under a certain age have a compelling case for being granted an amnesty.  What we don't know is whether either leader has given any thought to: (1)  Who is responsible for putting the "kids" into a predicament that makes their amnesty case compelling? (2) How do you keep another generation of illegal-alien parents from putting their children in the same predicament? (3) How do you minimize the harm to U.S. citizens if an amnesty is granted?

Supporters of the lottery took to the floor this morning to repeatedly denounce NumbersUSA and its 1.3 million activist members for our efforts to hold down the number of new permanent foreign workers with which the government forces unemployed Americans to compete each year.   Nonetheless, the U.S. House overwhelmingly voted 245-139 this morning to kill the Visa Lottery in the multi-issue HR 6429 bill which now goes to the Senate in this lame duck session that will end before Christmas.
