H.R. 502 would have required a secure and verifiable ID be used to obtain Federal public benefits. This would prohibit federal agencies from accepting non-verifiable ID documents issued by foreign governments, such as the matricula consular, thus preventing illegal aliens from applying for any federally provided public benefit.
H.R. 773, the 21st Century Access to Banking Act, would authorize financial institutions to accept matricula consular ID cards as a valid form of identification. This would have allowed illegal aliens to use the non-secure and non-verifiable matricula consular ID card to open bank accounts in the United States, thus making it easier for illegal aliens to live and work in the United States.
S. 8, the Educational Excellence for All Learners Act, would reward illegal aliens with amnesty by granting in-state tuition and amnesty to certain college-age illegal aliens. It would also create an incentive for illegal immigration by granting in-state tuition rates at public colleges and universities to certain illegal aliens.
H.R. 3052, the State Accountability and Identity Fraud Elimination Act, would withhold highway apportionments from states that have a policy of granting driver's licenses to illegal aliens. This would create a disincentive for states to reward illegal aliens with driver's licenses.
S. 1645, the Agricultural Job Opportunity, Benefits, and Security Act, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty. It would also reward illegal immigration by protecting illegal aliens granted temporary resident status from prosecution for Social Security fraud.

S. 2117, the ENFORCE Act, would: 1) end the automatic granting of citizenship to the U.S.-born children of illegal aliens (an estimated 250,000 per year); 2) increase border controls by enlisting retired law officers in border control efforts; 3) increase interior enforcement by mandating federal officials respond to state and local officials who detain illegal aliens; and 4) prevent theft and abuse of social security numbers and individual taxpayer ID numbers, both of which are used by illegal aliens to obtain jobs fraudulently.
H.R. 3938, the Enforcement First Immigration Reform Act, would: 1) reduce rewards for illegal immigration by prohibiting Social Security for illegal aliens, 2) reduce chain migration by eliminating the Family 4th Preference category which allots 65,000 visas each year to the siblings of adult U.S.
H.R. 4302 would prohibit issuance of residential mortgages to illegal aliens, removing a huge incentive for illegal immigration, and remove the discretion of the Secretary of Homeland Security with respect to expedited removal. Expanding usage of expedited removal will ensure that illegal aliens do not get away with their immigration offense and compound it by remaining in America.
S. 2061, the Border Security and Interior Enforcement Improvement Act, would reduce rewards for illegal aliens by increasing penalties for document fraud, false claims of citizenship, and misuse of Social Security numbers and cards. It would increase border security by requiring construction of a border fence along the U.S.-Mexico border, providing for additional Border Patrol agents, and mandating use of the entry-exit system at all ports of entry.
S. 2075, the Development, Relief, and Education for Alien Minors (DREAM) Act, would reward illegal aliens under the age of 21, who have been physically present in the country for five years and are in 7th grade or above, with amnesty. H.R. 251, the Preserving Educational Opportunities for Immigrant Children Act, would reward certain illegal aliens under the age of 18 with amnesty -- an estimated 500,000 to 600,000 illegal aliens would qualify for this amnesty. It would also reward certain illegal aliens under the age of 18 with in-state tuition rates for their postsecondary education.
H.R. 1438, the No Social Security for Illegal Immigrants Act, would prohibit work performed while an alien is unlawfully present in this country to count toward qualifying for Social Security benefits.
H.R. 884, the Agricultural Job Opportunities, Benefits, and Security Act, would create a massive agricultural guest-worker amnesty, allowing approximately 860,000 of the 1.2 million illegal aliens currently working in agriculture – plus their spouses and children – to qualify for this amnesty, thus pushing the total to three million or more. It would also reward illegal immigration by protecting illegal aliens granted temporary resident status from prosecution for Social Security fraud.
H.Con.Res. 50 was a concurrent resolution asking the President to refrain from transmitting the U.S.-Mexico totalization agreement to Congress. The U.S.-Mexico totalization agreement would reward certain illegal aliens from Mexico with Social Security benefits and potentially serve as an incentive for illegal immigration.
S. 359, the Agricultural Job Opportunities, Benefits, and Security (AgJOBS) Act, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty and protect illegal aliens granted temporary resident status from prosecution for Social Security fraud.
H.R. 368, the Driver’s License Security and Modernization Act, would require states to verify that an applicant for a state-issued driver's license or ID card is legally in the country before issuing the card.
H.R. 418, the REAL ID Act, would set federal standards for the the issuance of driver's licenses and a legal presence requirement that would make illegal aliens ineligible for driver's licenses. As well, H.R. 418 would tie the driver's license expiration date of a temporary visa holder to the expiration date of their visa so that those who enter the country legally as visa holders, but become illegal aliens by overstaying their visas, will not have a valid driver's license after the date of the expiration of their visa.
H.R. 925, the Identification Integrity Act, would make it harder for illegal aliens to gain government services and to otherwise profit from their illegal activity by prohibiting federal agencies from accepting foreign issued IDs (except for passports).
S. 1269, the ENFORCE Act, would establish, within Customs and Border Protection (CBP), the National Border Neighborhood Watch (NBNW), which would authorize retired law enforcement officers to assist Border Patrol agents by reporting illegal border crossings, and would allow civilian volunteers to participate in the NBNW, provided CBP-defined criteria are met; would provide for fencing and security improvements along the southern U.S.
H.Res. 18 would express the House's disapproval of the U.S.-Mexico Social Security totalization agreement, which, if allowed to go into effect, would allow certain illegal aliens from Mexico to collect Social Security benefits.
H.R. 480 would amend the Truth in Lending Act to prohibit the issuance of residential mortgages to consumers without Social Security numbers (including illegal aliens) when a mortgage was to be used toward the consumer's principal residence.
S. 340, the AgJOBS Act of 2007, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty and reward illegal immigration by protecting illegal aliens granted temporary resident status from prosecution for Social Security fraud.
H.R. 709, Total Overhaul of Totalization Agreements Law of 2007, would prohibit an illegal alien, for purposes of Social Security benefits, from being credited for income earned while he/she is not authorized to work in the United States. It also would stipulate that this prohibition was not applicable retroactively, so that all benefits already granted would not be affected.
H.R. 416, the Fairness in Higher Education Act, would remove an incentive for illegal immigration by prohibiting institutions of higher education located in states that provide in-state tuition or other forms of financial aid to illegal aliens from receiving Federal assistance pursuant to the Higher Education Act of 1965.
S. 237, the AgJOBS Act of 2007, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty.
H.R. 371, the AgJOBS Act, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty. It would also reward illegal immigration by protecting illegal aliens granted temporary resident status from prosecution for Social Security fraud.

Identification Number (ITIN) in place of a Social Security number to report employment
earnings; and (2) the ITIN indicates that the employee is not authorized to work in the

required to have a U.S. taxpayer identification number but who do not have, and are not
eligible to obtain, a Social Security Number);

H.R. 98, Illegal Immigration Enforcement and Social Security Protection Act of 2009, would establish a mandatory employment eligibility verification system in which employers would be required to verify new hires' eligibility to work in the United States, and would upgrade Social Security cards' security features by including: (1) a digitized photograph of the rightful bearer; (2) an encrypted machine-readable electronic identification strip unique to the rightful bearer; and (3) additional anti-tampering, -counterfeiting, and -fraud security features.

H.R. 160, Social Security for Americans Only Act of 2009, would prohibit an alien, for purposes of determining Social Security benefits, from being credited for earned income while he/she was not a citizen or national of the United States. Furthermore, it would require any future Social Security totalization agreement to mind this prohibition and require present agreements to conform to this regulation.
S. 729, Development, Relief, and Education for Alien Minors Act of 2009, would grant amnesty to illegal aliens under the age of 35 who have been in the United States for five consecutive years and came (illegally) to the United States before the age of 16. Such a reward for illegal immigration serves as an incentive for more illegal immigration.
S. 1038, AgJOBS Act of 2009, would encourage more illegal immigration by rewarding certain illegal aliens who work in agriculture with amnesty.

S. 3083, the Responsible Child Tax Credit Eligibility Verification Act, would end the child tax credit loophole that illegal aliens claim, defrauding American taxpayers of billions of dollars each year.
H.R. 1822, the No Health Care Subsidies for Illegal Aliens Act, would provide documentation procedures and specifically require verification of citizenship status via the Systematic Alien Verification for Entitlements (SAVE) program for aliens wishing to claim healthcare benefits under the Patient Protection and Affordable Care Act of 2010.
S. 86 would prevent illegal aliens from receiving credit cards. The bill would require the banks that issue credit cards to ensure that those granted credit cards are in the United States legally by obliging the banks to verify the identity of applicants using REAL ID-compliant documents.
